OH is activating group while halogens are deactivating group,however,both are ortho -para director.why?

Halogens lone pairs are involved with resonance and become activating at o, p direction but due to their high electronegativity i.e., due to -I inductive effect, they are deactivating the ring. For OH group due to their resonance they are activating at the o,p direction.
