Yes, the boiling point of water can be increased or decreased by increasing or decreasing the atmospheric pressure of water.
If we increase the atmospheric pressure of water, the boiling point of water increases because more energy is required to the boil the liquid.
Similarly if we decrease the atmospheric pressure of water then the boiling point of water decreases.
Also by adding a suitable solute or impurity we can change the boiling point of the water as it decreases the number of water molecules available to be vaporized during boiling. Hence it would take greater time to vaporize impure solution rather than pure solution, thereby increasing the boiling point.
