It is necessary to sow seeds at an appropiate depth because it ensures the proper and timely germination of the seed. The seed sown at more depth will not be able to germinate on time and the leafs will not appear on the surface on time. This is because it has to cross the layer of soil to come or appear on the surface.

Similarly the seeds are not sown superficialy on the ground because they can be eaten by the birds or can be easily carried away by wind.

Now answer to your second question

Weeding is necessary so as to remove the unwanted weeds from the cultivated land. This is done because weeds drive the nutrients from the cultivated plants, which adversly effects the plant.
