Question

as we know that water is good conductor and if we touch electric switches with wet hand then we feel shock of electric current so why when some water heaters are put in water do not give us current if sometimes we touch it

Water heater has an element with very high resistance.
When current flows through the element due to high resistance,heating effect occur.
But when we place the heater in the water bath, this heating element heat the water but there is no flow of charge through the water.
therefore we do'nt get shock.
