At zero degree Celcius, ice and liquid water co- exist in equilibrium because process of interchange from liquid to ice state occurs at a same rate as ice to liquid water.In other words, the heat of fusion is absorbed by the ice, but is utilized in converting the ice to liquid water. Similarly, when the heat of fusion is taken from liquid water at zero degrees, the water turns to ice at zero degrees.
