Matter is anything which has mass and occupy space.Solids and liquids have mass and they occupy space also.Gases do not have mass but they occupy space. So solid, gas and liquid are the forms of matter.Light is an electromagnetic radiation, it neither has mass nor it occupy space, so light is not a form of matter.
