heart does pump blood to all parts of the body except for the (lungs) why

Heart pump blood to all parts of the body including lungs. Pulmonary artery carry deoxygenated blood from heart to lungs and return oxygenated blood from lungs to heart through pulmonary vein. The difference is that for all parts of the body, artery always carry oxygenated blood but in case of lungs artery carry deoxygenated blood.
