if the matter have not heat energy then is it moving?example ice is matter and it is particals are moving so how it is impossiable?

All the matter have certain amount of energy associated with it. So the particles of matter are always in motion. Similarly solids like ice have some amount of energy associated with it. Due to this, particles in solid (ice) have continuous vibration which give motion to particles. The motion of particles increases with increasing temperature or giving heat.
