Solution

Water beneath the ice does not turn into ice. As air changes the temperature faster than water. So air becomes cold faster than water. Water at the surface turns into ice because of the direct contact of the surface water with cold air. Density of ice is lower than water. Therefore, ice floats on water. As the temperature remain cold so a thick sheet of ice is formed. This thick sheet of ice act as an insulator between the colder air and the beneath water or we can say it act as barrier. So the sheet of ice will prevent the beneath water to form ice.
