And if yes then why they doesn't produce a fruits

Yes, fertilization occurs in both rose and sunflower plants and they produce fruits also.

Rose produces fruit in wild type but hybrids are propagated vegetatively only as they don't produce viable seeds and sunflower also produces fruits but the fruits of these flowers are quite small as compared to other edible fruits.
