it can form 3 bonds(2 pie bonds and 1 sigma bond)
why doesn't carbon form 4 bonds ?

Solution

Carbon has 4 valence therefore in general it forms 4 bond. But in few case like free radical, carbon forms 3 bond and the 4th electron remain free. However, it is an unstable species and is quite reactive.
