  2. Which packets are likely to have a greater constant velocity (terminal velocity)?

When we drop the different packets from the plane, acceleration due to gravity act packet because of this acceleration, velocity of the packets increases at each and every moment.

2) Force of attraction between the earth and the object is directly proportional to the mass of the object, so packet which have more mass, will have more constant terminal velocity.
