Any shell can have a maximum of electrons only when the next shells are filled. We see that,

In Ca (Z= 20) , the electrons are arranged as , 2,8,8,2 and here the next shell is not filled so the 3rd shell has a maximum of 8 electrons. it is rule of filing of electrons.
