state the condition when change in momentum of a body depends only on the in its velocity.

Momentum is mathematically given by, P = mv (bold letters indicate vector quantities)

In a system where there is no change in mass the change in momentum will be,

∆P = ∆(mv) = (∆m)v + m(∆v)

= > ∆P = m(∆v)

So, the required condition is: a system in which the mass is constant but velocity changes the change in momentum will be dependent only on the change in velocity.
