There are criteria for classification of living organisms:

1. Nature of cell: prokaryotic or eukaryotic

2. Cellularity: unicellular or multicellular

3. Mode of nutrition: autotrophs or heterotrophs

Organisms belonging to kingdom monera are unicellular prokaryotes while those belonging to kingdom protista are unicellular eukaryotes. Organisms of both the kingdoms can be photosynthesizing (autotrophs) or non-photosynthesizing (heterotrophs). So, the main criteria for the classification of organisms belonging to kingdom monera and protista is nature of cell.
