Maculay's minute which criticized Orientalist views and argued that it was only through western learning we could civilize Indians as western education was modern, scientific and secular in its outlook became the basis of English act of education 1835. Macaulay emphasised the need to teach the English language as it would change their tastes and values.
Thus , English education Act 1835 was passed which provided for:

i. The decision was taken to make English as the medium for higher education.
ii. to stop the promotion of oriental institutions.
iii. English textbooks now began to be produced for schools
