Limiting membrane is the membrane that acts as a tool for separating two things. In case of the cell it can be said that plasma membrane is the limiting membrane and for organelles would be their membrane. Nucleolus which is present inside the nucleus, is not membrane bound and hence it can be called as a structure that lacks a limiting membrane.
