Solution

Under the constitution of 1791, voting rights were restricted to active citizens. These were male citizens who held some property and paid some minimal taxes. This constituted about two-thirds of the male population of France who had the right to vote in elections for local officials and members of the National Assembly. Women did not have the right to vote.
