what will happen if the cerebellum is not present?

The major role of cerebellum is in motor output and sensory perception. Absence of cerebellum would result in inability to coordinate voluntary movements. Unsteady gait, dizziness, using fingers, eating etc would be hampered. It can lead to loss of perception of language, focussing, attention etc.
