Why are variations in the level develpoment found not only in different countries but in different region of a country?

Dear Student
The reason why there are variations in the development regionally is because of the availability of resources. There are regions which are rich in resources and infrastructure. Theses regions have a high scope of development wheras the regions where these two factors do not meet are devoid of any development.
