Why fossil fuels are converted into coal under the ground and fossil fuels under water are converted into petroleum?

The fossils which resulted in the formation of coal were plants which died and were buried in the ground and covered by sediment for several years.Gradually, they were decomposed due to temperature, pressure and lack of oxygen to form coal.

Whereas, the fossils which resulted in the formation of petroleum were microscopic plants and bacterial organisms (planktons) which died and sank to the bottom of the sea where they were covered by sediment for several years.Gradually, the sediment changed into sedimentary rocks and the organic matter decomposed into shorter chains of hydrocarbons forming oil and gas due to high temperature and pressure.
