why is NaOH formed at cathode in the chlor alkali process?

At anode:-

2Cl^-→Cl2+2e-

At cathode:-

2H₂O+2e^-→H₂+2OH^-

The non permeable ion exchange membrane at the center of cell allow Na+ ions to pass in the chamber containing OH- ions and hence NaOH formed.
