why is rhizobium not a freeliving nitogen fixing bacteria in soil?

Rhizobium is a free living bacteria present in soil but can fix nitrogen only when it is in symbiotic association with roots of legumes like pea, lentil etc. That is why, it is not considered as free living nitrogen fixing bacteria.
