Why the potential energy of the system decreases during ionization bond formation

During the bond formation heat is released that process is exothermic .In the exothermic process, the bonds in the products are stronger than those of the reactants and some of the potential energy stored in the chemical bonds is being converted to thermal energy( in the form of heat) or kinetic energy which stabilizes.The molecule potential energy of the system decreases during bond formation.
