The Charter was given to East India Company only because it was formed as a Joint Stock Corporation formed by the London Merchants who had brought riches from their expeditions overseas. One of them, Edward Bonventure, had sailed from England to reach Indian but reached Malay peninsula. That was an age of exploration when many European nations were sending their merchants on voyages to explore overseas.
