Yes!
The dry cells are movable and rechargeable some times too, so a fluctuating potential would not support its mobility and so they have a fixed cell potential known as the nominal cell voltage as: 1.2V for Ni-Cd cell, 2.1V for Lead-acid cells , 1.5 V for Zn-carbon batteries etc.
