Phenol does not decompose NaHCO3 to evolve CO2 but picric acid does. Phenol is a weak acid. Hence, it does not react with sodium hydrogen carbonate. However picric acid has more acid strength than phenol due to presence of three strongly electron withdrawing nitro groups. Hence, picric acid decomposes sodium hydrogen carbonate to evolve carbon dioxide.
