In the given compound the oxygen in acteoxy group is a neighbouring group. It will act as nucleophile and undergo SNNGP reaction.
One of the conditions for neighbouring group participation reaction is that the nucleophile and the leaving group should be in anti position.
In cyclohexane derivative 1, 2 trans will have groups at anti position and 1, 2 cis have groups at syn positions.

In cis derivative, there is no SNNGP reaction, it undergoes SN2 reaction due to stronger nucleophile and result in inversion of configuration

In trans derivative the groups are at anti position and they undergo SNNGP reaction.

Reaction mechanism:

Generally, SNNGP gives retention in configuration because it has two inversion in mechanism. Hence, the resultant will be retention.
