To prepare potassium permanganate from pyrolusite (manganese dioxide) following steps are used.
(1) Pyrolusite is converted into potassium manganate by fusion with potassium hydroxide or potassium carbonate.
(2) Oxidation of potassium manganate to potassium permanganate.
This can be carried out by either chemical oxidation (with carbon dioxide, chlorine or ozone) or by electrolytic oxidation (or anodic oxidation). Thus the option A is the correct answer.
