Statement 1 is correct:
The departmental standing committee consists of 31 members of which 21 are from the Lok Sabha and the rest are from Rajya Sabha. There are in total 24 departmental standing committees which are attached to different areas of governance and are ad hoc in nature.

Statement 2 is incorrect:
Rajya Sabha has many committees which have been formed under its purview. These include Committee on Commerce, Committee on Home Affairs and Committee on Industry amongst many others.

Statement 3 is correct:
The estimates committee has 30 members who are drawn from the Lok Sabha only and members of Rajya Sabha are not included in it. The function of the committee is to examine the estimates included in the budget and suggest ‘economies’ in public expenditure.
