Explanation:

Article 249 of Indian Constitution is one of the special powers given to Parliament.
According to it, if Rajya Sabha passes a resolution that it is in national interest for Parliament to make laws in any subject enumerated in the State List for the whole or any part of the country.

Statement 1 is correct: If it is declared by Rajya Sabha that it is critical, in the national interest, that Parliament should be making laws on any matter mentioned in the State List, then the Parliament becomes competent to make laws on that matter. Two-thirds of the members who are present and voting, must support such a resolution.

Statement 2 is incorrect: The provision in the Article does not restrict the state legislature from making laws on the same matter. But, if there is inconsistency between the state law and a parliamentary law, the latter is to prevail.

Statement 3 is correct: The resolution remains in force for one year, however it can be renewed any number of times with each resolution not exceeding one year at a time. The law becomes inoperative on the expiration of six months after the resolution has ceased to be in force.

कथन 1 सही है: यदि राज्यसभा द्वारा यह घोषित किया जाता है कि यह राष्ट्रहित में महत्वपूर्ण है, कि संसद को राज्य सूची में उल्लिखित किसी भी मामले पर कानून बनाना चाहिए, तो संसद उस मामले पर कानून बनाने के लिए सक्षम हो जाती है। उपस्थित और मतदान करने वाले दो-तिहाई सदस्यों को इस तरह के प्रस्ताव का समर्थन करना चाहिए।
