It is an intergovernmental treaty, concluded under the aegis of the United Nations Environment Programmer, concerned with the conservation of wildlife and habitats on a global scale.

It was drafted as a result of a resolution adopted in 1963 at a meeting of members of the International Union for Conservation of Nature (IUCN)
