Simplification rule: If there is a $" - "$ sign before a bracket, then the signs of all the terms inside the bracket changes but if there is a $“ + ”$ sign before the bracket, then no change of signs.
$\begin{array}{rcl} 3 (3 s - 2 t) - 4 (s + 2 t) & = & 9 s - 6 t - 4 s - 8 t \\ = & 9 s - 4 s - 6 t - 8 t \\ = & 5 s - 14 t \end{array}$
Therefore, the simplified expression is $5 s - 14 t$
