The correct option is D 20
$Number of sweets Shiva had initially = x$

$Sweets left with Shiva after sharing = x - \frac{2 x}{5} - 4$

According to the question he is left with 8 sweets.

$\Rightarrow x - \frac{2 x}{5} - 4 = 8 \Rightarrow \frac{3 x}{5} = 8 + 4 \Rightarrow x = 12 \times \frac{5}{3} \Rightarrow x = 20$

So, Shiva had 20 sweets initialy.
