Why are blue-green algae included under Monera and not under Plantae?

Blue-green algae are included under monera because it is a prokaryotic organism which lacks a true nucleus and genetic material is naked and condensed in the center without histone proteins and nuclear membrane, so they can not be included under Plantae as plants are eukaryotes.
