By substitution method

$0.2x=1.3-0.3y$ [Put in $2$]

$2[1.3-0.3y]+0.5y=2.3$ [equation $2$]

$2.6-0.6y+0.5y=2.3$

$0.3=0.1y$

$\Rightarrow y=3$

Now $0.2x+3\left(0.3\right)=1.3$

$\Rightarrow 0.2x=0.4$

$\Rightarrow x=2$.
