Now, Cups of flour required for 3 loaves of bread $=3\times \frac{21}{4}=\frac{63}{4}$ cups

Flour left with Steve $=20-\frac{63}{4}=\frac{17}{4}$ cups

Flour required for cake recipe $=\frac{15}{4}$ cups

Hence, he will have enough flour for cake recipe.
