A solution is formed when solute particles become smaller and are surrounded with solvent molecules. At a higher temperature the solution gets dissolved easily as the solvent has higher kinetic energy compared to a lower temperature.

In ice water:

Sugar crystals do not dissolve easily in ice cold water, because the low temperature slows down the process of diffusion. The solvent has low kinetic energy and therefore cannot move faster to surround the sugar crystals.
