The first part of the classical conditioning process requires a naturally occurring stimulus that will automatically elicit a response. In Pavlov's experiment, the food was the unconditioned stimulus. The dogs salivating for food is the unconditioned response in Pavlov's experiment. Based on his observations, Pavlov suggested that the salivation was a learned response.
