Equation is given as x=2+3cosθ,y=3sinθ-1

By rearranging them we get,

sinθ=y+13 and cosθ=x-23.

we know, sin2θ+cos2θ=1.

substituting the values sinθ=y+13 and cosθ=x-23.

y+132+x-232=1y+12+x-22=9

Cmparing this equation with equation of circle x-a2+y-b2=r2. Here, a,b is the center.
