$d(P,Q)$=Distance between P and Q

$=\sqrt{(5-0{)}^2+(0-(-9){)}^2}$

$=\sqrt{5^2+9^2}$

$=\sqrt{25+81}$

$=\sqrt{106}$

$=10.29$ units
