Molecular formula of diethyl ether is: C4H10O
(b) and (c) have same molecular formula of C4H10O but the functional group present is alcohol in both. Functional isomers shows a difference in the functional group present in the carbon chain. So, (b) and (c) are functional isomers of diethyl ether.

Structural isomers in which there is a difference in the relative position of alkyl group around polyvalent atom/functional groups are called metamers. In (d) there is a change in position of O functional group.
So diethyl ether and n-propyl methyl ether are metamers.
