The order of stability of carbonium ion is
tertiary > secondary > primary > methyl
Tertiary carbonium ion (formed in b ) are more stable because of electron donating (+I effect) nature of CH3 group due to which the +ve charge gets dispresed and also due to hyperconjugation. Hence b gives the most stable carbonium ion on dehydration.
