When your right thumb points in the direction opposite to the change in B your fingers curl in the direction of the induced electric field. (or potential difference) as shown in Equivalent circuit figure

Equivalent resistance R=1×(0.4+0.2+0.4)=1Ω

Induced emf e=d(BA)dt=l1l2dBdt=l1l2d2Tdt=2l1l2

At t=0, e=2×0.2×0.4=0.16V

current I=eR=0.161=0.16A..(clockwise)
