The dichlorocarbene reacts with phenol in the presence of base whereas it doesnot reacts with benzene

Benzene do not react with dichlorocarbene. Phenol is more reactive than benzene towards electrophilic reagents. The reason is that the interaction between the lone pairs on the oxygen atom in OH and the ring increases the availability of electrons in the aromatic ring.
