The correct option is A 1 N
By Coulomb's law, $F_{1} = \frac{k q_{1} q_{2}}{r^{2}} = 4$
In the second case, $r = 2 r$ , so the force will be $F_{2} = \frac{k q_{1} q_{2}}{(2 r)^{2}} = F_{1} / 4 = 4 / 4 = 1 N$
