S1: Planning in India is a difficult problem.
M: So, planners cannot decide the size of the plan.
N: The gap between what people want and what can be done is big.
O: Moreover, resources are limited.
P: Due to hurdles in planning, development is often delayed.
S6: But without planning, no nation can progress.

The first statement in the sequence should be the one that connects best with S1, It should be an extension or continuation of S1.
N is first in the sequence: S1 says that planning in India is difficult. N continues this point by giving a reason. It says that planning is difficult as the gap between people's expectations and what can be done is big.
N is followed by M: M tells us what happens due to N. It says that due to the huge gap, the planners cannot decide on the size of the plan.
