The great Kushan ruler Kanishka called fourth Buddhist council to settle disputes among different sects of Buddhism. This council was presided by Vasumitra and Ashvaghosha. This Council began writing commentaries on Buddhist text. These commentaries came to be known as Mahavibhashas.
The decision taken at the council were written on copper plates which were placed in a stone chest and preserved in a stupa built only for this purpose.
