The correct option is A III>IV>I>II
Cl and F are electrons withdrawing and CH2 is electron releasing group.
Stability increases if positive charge on CH2 decreases. By considering above conditions ClCH2+CH2 is more stable than other. Because of less electronegative 'Cl' and electron releasing CH2 group. Likewise FCH2+CH2 is more stable next. Cl+CH2 is more stable than F+CH2, because of less electronegativity of Cl.
So stability order is III>IV>I>II
