Dear student. The angle between the incident ray and the normal is called the angle of incidence while the angle between the reflected ray and the normal is called reflected ray . So,when the ray of light is incident normally then the angle of incidence and the angle of reflection are zero. So , because of this reason law of reflection is not obeyed . Regards
